The Programs Committee has curated a panel of labor relations experts from our local area to share with HRP of CPA about the most relevant current issues facing labor relations HR professionals.  They will discuss anticipated labor law changes, as well as projected trends and best practices in labor relations. 

Our panel includes the following labor professionals:

Elizabeth Bouch - Elizabeth (Liz) Bouch is an established Human Resource Professional with almost 19 years of experience in both the public and private sectors.  Liz began her career working for the Commonwealth of Pennsylvania in their HR Management Trainee Program.  It was during this program that she discovered her passion for Labor and Employee Relations.  She spent nearly a decade advocating arbitrations and chairing negotiations mainly for the PA Department of Transportation and Corrections Agencies.  Most recently Liz serves as the Senior HR Business Partner for Alcoa where she oversees the grievance process, serves as the Company’s Advocate for arbitrations, and manages the labor/employee relations for all US plants.  Liz earned her bachelor’s degree in Communication at Millersville University, earned her master’s degree in Human Resource Management at Saint Francis University, and maintains her SPHR certification.

Stephen Fleury - Stephen J. Fleury, Jr., Esq. is Senior Counsel at Saxton & Stump. Steve focuses his practice on labor and employment law, post-acute & long-term care, and healthcare litigation. He represents employers and insurers in state and federal courts with claims pertaining to Title VII of the Civil Rights Act, the Family and Medical Leave Act, and the Fair Labor Standards Act. Steve has also represented clients before the Department of Labor and Industry in matters involving workers’ compensation and unemployment benefits. Steve graduated from the Dickinson School of Law.

Dave Madsen -  Dave started his career as a community organizer in Dauphin County before working for the Pennsylvania Department of Revenue as a Tax Account Technician. This position was an AFSCME position and Dave eventually became a shop steward. With the encouragement of fellow union members and friends, Dave won a seat on Harrisburg City Council in 2017.  Around that time, Dave also worked at the Capital Region United Way as a labor liaison. In 2020, Dave was brought on as the Community Services and Education Director of the Pennsylvania AFL-CIO. Dave received his Bachelors in Political Science from Mansfield University and his Masters from Aarhus University, Denmark. 

Catherine Walters - Catherine provides exclusive management-side labor and employment services for employers of all sizes, including privately and publicly held companies, government contractors, institutions of higher education, health care providers, trade associations and other non-profit organizations.  Her practice spans an array of industries, including financial and banking, manufacturing, defense contracting, education, health care, professional services, insurance, construction, technology, retail, real estate, transportation, restaurant and hospitality.  Catherine’s extensive experience and collaborative skills enable her to partner with her clients to develop creative, practical, business-oriented solutions to their legal challenges.  Catherine graduated from the Dickinson School of Law.
