Understanding Fiduciary Responsibilities and Forming a Health and Welfare Fiduciary Committee

Session Overview:

This session will explore the importance of fiduciary oversight for health and welfare benefit plans. We'll address both the why (legal and practical reasons for fiduciary compliance) and the how (step-by-step process to form an effective fiduciary committee). At the completion of this session, participants will have a better understanding of: 

  • ERISA fiduciary requirements and their implications for employers.
  • The role of a fiduciary committee in ensuring compliance and protecting plan sponsors and participants.
  • Practical steps to establish a fiduciary committee, including best practices for structure, governance, and documentation.


About the Speaker: 

Justin Leader is a healthcare consultant, fiduciary advocate, and industry disruptor dedicated to fixing the broken healthcare system. His career began in pharmaceuticals and financial services, but by 2011, he transitioned into group benefits consulting, advising notable Fortune 500 clients on cost containment and strategic plan design.

In 2014, he founded BenefitsDNA, an independent firm specializing in compliance oversight, actuarial services, cost mitigation strategies, and brokerage services for Group Health Plan Sponsors. In 2025, BenefitsDNA was recognized as a Fiduciary Benefit Firm by the Validation Institute, reinforcing its leadership in fiduciary accountability and healthcare transparency. As the 8th Certified Health Rosetta Chartered Advisor, Justin has played a pivotal role in shaping healthcare policy and practice, championing transparency, fiduciary responsibility, and patient rights.

Throughout his career, Justin has advised and developed innovative healthcare solutions, helping startups and industry disruptors bring cost-saving, transparency-driven models to the marketplace. His expertise in fiduciary oversight, compliance, and strategic plan design has empowered employers to navigate complex regulatory landscapes, implement forward-thinking benefit strategies, and drive measurable savings for businesses and employees alike.

A Bedford, PA native, Justin holds a Biology Pre-Medicine degree and a Master’s in Exercise Science from California University of Pennsylvania. He resides in Elizabethtown, PA, with his wife, Kim, and their two sons, Cullin and Henry.
